The role is the first of its kind for the British government, although a clutch of other countries including France, Germany and the Netherlands have had the role, some for more than a decade, often taking outspoken positions with countries such as China and Saudi Arabia. While Tariq Ahmad, the Foreign Office minister in the Lords, currently has ministerial responsibility for human rights, it is one of many portfolios he holds, and the aim is to give the championing of human rights a higher profile. One test of her effectiveness will be whether she becomes more than the tolerated conscience of the government, echoing the views of external human rights groups but not truly reflecting government policy.
This has been a short, but crucial, visit for me — the first-ever official mission by any UN High Commissioner for Human Rights to Venezuela. We have reached an agreement with the Government for a small team of human rights officers to be based here, with the mandate to provide technical assistance and advice, as well as — importantly — to continue to monitor the human rights situation in Venezuela. More than eight years have passed since the United Nations Humans Rights Council unanimously endorsed the Guiding Principles on Business and Human Rights in Juneyet uptake has in the main been slow. The companies chosen for the study, entitled Growing Respect for Human Rights, were those listed on the Indonesia Stock Exchange IDX and included in the Kompas Index, based on the consideration that these have strong liquidity and large market capitalization and are thus likely to be more open to the adoption of respect for human rights in their operations. What also stood out was that companies scored well in areas that have been highly regulated over the years such as workplace health and safety, and elimination of discrimination in the workplace, while almost all have a grievance mechanism in place.
